Government Information Office (GIO)

The Government Information Office (GIO) of the Republic of China (Taiwan) was established in 1947 to oversee the country’s domestic and foreign information programs, guide the media industry and conduct news analysis. It was briefly disbanded amid a restructuring following the government’s relocation to Taiwan in 1949, but was reactivated in Taipei in 1954 as a response to changes at home and abroad.

In the years since, the GIO has taken on a growing role. Besides its original functions, the GIO today is also charged with promoting the development of the domestic film, broadcasting and publishing industries. Nevertheless, keeping foreign and domestic media and audiences abreast of the government’s policies and actions continues to be the agency’s primary task.

The GIO currently has 54 offices abroad that provide and exchange information about Taiwan’s goals and undertakings, particularly in the areas of democratic development, economic liberalization, social progress and cultural diversity and creativity.

The Ministry of Foreign Affairs of the Republic of China (Taiwan)

The Ministry of Foreign Affairs of the Republic of China (Taiwan) is responsible for Taiwan’s foreign policy and international affairs. Article 141 of the Constitution states: “The foreign policy of the Republic of China shall, in a spirit of independence and initiative and on the basis of the principles of equality and reciprocity, cultivate good-neighborliness with other nations, and respect treaties and the Charter of the United Nations, in order to protect the rights and interests of Chinese citizens residing abroad, promote international cooperation, advance international justice and ensure world peace.” This article points out the fundamental spirit and principles underlying our foreign policy. The Ministry of Foreign Affairs upholds these principles as it pursues and safeguards Taiwan’s national interests in the international community.

Since the advent of the 21st century, globalization has profoundly impacted the security, energy, economic and environmental concerns of all countries. It has also posed a great challenge to Taiwan in the international community. Taiwan has experienced a second turnover of power, showing the high expectations that its people have of the new administration to lead Taiwan in overcoming the tests posed by globalization, while stimulating the economy, improving national security and ensuring the people’s livelihood.

Department of Information and Tourism,Taipei City Government

Taipei City is rich in natural and cultural resources, giving it a number of advantages in tourism. However, the promotion process has not always been undertaken in an efficient and effective enough manner to exert Taipei's innate ascendancy in this area. One of the reasons for this lies in the overall lack of a long-term dedicated agency under the city government that is capable of deploying sufficient resources to the promotion of tourism in Taipei.

In an attempt of solving this problem and to follow the steps of other international cities that have successfully promoted tourism, former Taipei City Mayor Ma Ying-jeou planned the establishment of the Department of Information and Tourism (DOIT). After incumbent Mayor Hau Lung-bin assumed office, the scheduled integration among agencies and departments has been effectively accelerated. Finally, on May 23, 2007, the Taipei City Council granted that the former Information Department be officially changed to the "Department of Information and Tourism (DOIT)" and on September 11 of the same year with its task being to help promote Taipei City and develop its tourism industry.

Council for Cultural Affairs (CCA)

On November 11, 1981, the Executive Yuan established the Council for Cultural Affairs (CCA) as the nation’s highest institution for the planning and oversight of the country’s cultural establishments. The CCA thus plays the roles of policy-maker, planner and implementer in the promotion and protection of the nation’s culture both nationally and locally.

At present, the CCA consists of three main departments, four administrative units and three task forces. The CCA has 13 subordinate organizations in various parts of Taiwan as well as culture centers in New York, Paris and Tokyo.

Future cultural development will be geared toward deepening cultural roots and making Taiwan’s culture better known to the world. Efforts will be made to cultivate younger generations’ ability to appreciate culture and art, increase the number of individuals interested in the arts, and bring culture to people from all walks of life. The CCA will also encourage greater horizontal collaboration and the integration of cultural resources so that more effective marketing can result.
